It does exist, kind of. There was a text sent out to everyone on 24th of March that was saying the lockdown was now in force. But the difference was that it wasn't a centralised system - the text in March was done by the networks at the request of the government, whereas the system you were thinking of would have been the government directly sending the texts out themselves.
