"a line drawn". That's a cap. Do you know what happens when put put a hard cap on a budget? Inflation, over time, creates a cut. The monetary value will stay the same, but the buying power of that number drops. You've still got £Xm but over time, that £Xm pays for less. Thus, it is a cut to the budget. £Ym allocated to care home staff got you, say, 1,500 care home staff. But after a couple of years £Ym only gets you 1,400 care home staff, with increases in minimum wage, general upwards pressure on the salary expectations of potential staff, etc. You might not have *explicitly* reduced the budgeted number, but you did. Because that number buys less and less over time. What is a cut if not a reduction in the services that can be provided?

This is what nurses mean when they talk about how they've "taken a pay cut in real terms". Their pay has not risen anywhere close to being in line with inflation. So they're being paid broadly similar to what they were in previous years, but the cost of rent, food, gas & electricity, etc. etc. have all increased, and so they cannot afford to pay for as much as they did a few years ago.
