TitleAdvice on housing issue

Body
For year now on and off my upstairs neighbour has had what I think boiler problems and water pouring out the flue at the back of the house. Usually this was just a drip so not a big deal but it was like a running tap about 6 months ago and the housing repair team came out to fix it and it's been fine ever since but when I got up this morning it again is pouring like a tap, the entire part of that wall is now jet black and it's getting closer to two bedroom windows. I have contacted the housing but they are only dealing with emergency repairs and they need to contact the tenant. He's been on drugs and just last week tried to get into my house not knowing what he was doing. They advised a letter through the door which I did but he's again stumbling up the road with his friend and he's falling onto the road and and the pavement. What else can I do? Is this really not classed as an emergency? The last time they came out to fix it they only needed to speak to him to tell him to be in at a certain time to let the engineer into the house but all they can do today is leave a voicemail.

This water is running right along the garden path and into next doors garden but there is no sign of them. The whole wall is black and has fuzz on it and right now it's just shooting out this pipe which I think is the flue but it's bent downward, as far as I can see mine is too and the neighbours but what that means is the water is hitting the wall then splashing right out onto the path too and it's in between two bedroom windows. I don't know the best thing to do.
