Apologies in advance for the boring post but stuck and in need of some real world advice...

Looking to change second floor windows on a tenement in North Kelvinside, the windows are currently 1990’s shitey wooden tilt and turn efforts that leak cold and noise to an impressive extent.

Thought this would be a case of being able to replace them pretty easily but I’ve just spoken to one of those window advice broker people who says they need to be restored to the original sash windows and also that it needs a scaffolding to be put up and cant be done from the inside (basically making it completely unaffordable).

Is he at it? Anyone ever been served with a notice/ struggled to sell because of the windows they’d installed? Did you need a scaffolder for a second floor flat?

Seems mad to me when a good third of the windows in the street are now obviously UPVC tilt and turn.
