Looking for advice. Since the new tenants moved in below us half a year ago, we've been suffering daily/nightly from their habit of smoking indoors and not opening any windows while they're doing that. It's been affecting our quality of life since at night we have to wake up several times to open our windows and ventilate the rooms (which doesn't help much during the summer when the air stands still). Not to mention the fact that we're exposed second hand smoking against our wishes...
Before I ask for advice, I should note that the new neighbors barely speak any English and are alcoholics so trying to speak with them directly about this issue is not an option. The flat is rented out by a private landlord to council.
Has anyone been in this situation? Have you tried resolving this by contacting the landlord or the council? My goal is not to make them quit smoking as it's their lifestyle choice - I would just appreciate if they did it next to an open window as to minimize the amount of smoke leaking to our rooms.
