TitleAdvice requetsed, replacing windows with double glazing in a tennement?

Looking for some advice on a property. I'm a FTB so feel very new to this stuff.

I saw a property in Pollokshields that I'm interested in. It has single glazed windows and the HB report noted they need replacing. The HB report estimates the cost at £3,300 - £6,500. Does that sound right? The flat is on the first floor, it's a bit higher than a normal first floor as the ground floor is elevated by about 1.8m.

Reading a few other posts ([here](https://www.reddit.com/r/glasgow/comments/lkjeun/anyone_had_their_tenement_double_glazed_how_much/) and [here](https://www.reddit.com/r/glasgow/comments/nf8e1x/tenement_windows_help/)) it's nice some say expect to pay for scaffolding and some don't.

Also the HB report says it's in a conservation area and that uPVC won't be an acceptable window replacement. Realistically what are my options? Are the HB reports estimates to replace on point for a conservation area?

I also read a few [posts/articles](https://www.theguardian.com/money/blog/2013/aug/24/double-glazing-is-it-worth-it) saying that from a cost stand point, the cost of replacing the windows with double glazing + heating saved Vs having the heating on and keeping the existing windows, that it's cheaper to have the heating on. Personally, I'd prefer to reduce my carbon impact but it's food for thought.
