Has anyone had any experience of shared bins in a tenement building being a complete disaster? Wrong things in wrong bins, the bins not getting put out for collection (and probably wouldn't be collected anyway due to having wrong things in them and overflowing), and generally the neighbours have zero concern about any of it? I have rubbish accumulating in my flat because there isn't a single bin with space to put it in.

Who can I speak to or what can I do to get this sorted? I'm not a confrontational person and the neighbours who are likely causing the issues are not people I want to speak to. I reported it to the factors but it took three attempts and eventually going via my letting agent (as apparently factors are funny about reports coming directly from tenants) - and they have only partially addressed the issue. They made no attempt to communicate with anyone in the building about the issues, even though they had earlier promised me that a letter would be sent to all residents.

There would be a charge for any additional bins from the council and it's pointless anyway as they'll end up in the same mess as the current bins, unless there's a way to lock them so that only I can use them. Any advice would be appreciated.
