TitleWhy does the Walter Scott statue face the way it does?

Sat in George Square today and was admiring the statues. It occurred to me that, with the surrounding buildings, the statue should face north along with the city Chambers, so I feel like the the choice to make it face west is a deliberate one. Does anyone have any idea why that might be the case?
