TitleYoung Seagull with Ring/Tag on Leg

Body
I saw a young seagull with a coded plastic ring around its leg in Glasgow yesterday. It kept sitting in the middle of the road and nearly getting hit by cars. It was also following an older gull about which was rejecting it.

Because it was in huge danger of being hit by a car I called the SSPCA who said it was unusual for a seagull to be tagged so they would send someone out.

Fortunately, half an hour later just before the SSPCA called back, it managed to fly off.

The second woman I spoke to said they wouldn't have collected it anyway as it was fine. However, it definitely wasn't fine as cars had to keep slamming their brakes on.

Anywayyyy, the point of this post is that I'm curious if anyone knows why it may have been tagged?

On a separate note, 2 times in my life I have phoned the SSPCA and both times they have been really condescending. Wasn't so bad yesterday, but the first time about 6 years ago, the woman asked me how I knew the bird was a seagull. Didn't believe I knew what a seagull was and made me describe it. She also just had a really bitchy and condescending tone. She was obviously pissed off that I was phoning about a seagull, but why work for an animal charity if you only care about certain animals?!
