Title	Looking for any wisdom about attaching stuff to tenement lath&plaster ceilings

Body	So. Tried asking this question on /r/DIYUK but I feel like this sub might have more direct experience with the exact type of Victorian architecture we have to deal with over here. Is going for the joists the only way? I.e. would toggle bolts not work for weights under 10kg. If so, how do I find them? I had no luck so far with a stud detector (or maybe I just have access to a sheit one). And then when I do screw into the joists - how to make sure that I don't have a part of the ceiling come down and make me sad?
