TitleEx-Neighbour has left waste in communal garden

Live in a tenement block. Neighbour below me sold up and moved out 4 weeks ago. They've left a dismantled wardrobe, numerous rolls of old cardboard and other random pieces of large junk such as a porcelain basin, part of a worktop and pieces of wood in the shared back garden.

Contacted our factor to let them know and have it removed. They told me to contact the council as it "isn't a factoring issue". Contacted the council and they want to charge ME £35 per item to remove it.

I have no access to a vehicle to take this to the tip myself and the other neighbours do not give a shit.

What do I do?
