Title	How to acquire residents parking permit if car is registered in Edinburgh.

Body	I live part time across both Glasgow and Edinburgh. As my car is registered in Edinburgh, it seems that the GCC won’t issue me a residents permit to park outside my flat. It seems a little counter intuitive that I can be both a resident of Glasgow but also not eligible for a residents permit at said residence. Am I being unreasonable? Has anyone else encountered this issue? What do I do!
