TitleShould shop owners be responsible for cleaning the pavement outside their premises?

I know what you're thinking "Sanitation is the Council's responsibility" but hear me out. The council street sweepers are from a day when we didn't live in such a disposable society where every single item of shopping wasn't wrapped in plastic, and there wasn't a takeaway on every street corner selling food in containers. These shops are partly responsible for the increase in litter so why should the council and we - the taxpayer - be mitigating it. Anyone who has walked round Malls mire park behind Asda will notice the amount of McDonald's wrappers and cups; there's no denying where this packaging comes from

When you walk down Cathcart Rd in the morning, it's no coincidence that most of the litter is outside the takeaway shops or the convenience stores because the school kids buy snacks at lunchtime, take them out the wrapper and then throw the wrapper away where they stand (I'm all for Singapore levels of littering control, but that's another conversation).

At what point do we say to the shops "You are selling these products, you are providing the packaging that results in the litter - you need to sweep up outside your shop"?

This is probably me being "Old man yells at cloud" as usual but after another disgusted walk in to work this morning I've obviously reached a point I need to rant
