I've got an older neighbour in Kelvindale/Hyndland who has a host of issues, auto-immune disorder, arthritis so serious that she's curled up and can barely walk, as well as being a Luddite and (suspected) hoarder. She cannot walk to the shops, she cannot drive, and seems to have no friends or relatives.

She won't order anything online and so is relying on Morrison's deliveries that she makes over the phone. However they've stopped taking payment at the door, so she just went without food for two weeks before she was able to put a credit card on file with them. And she's taking an incredible amount of ibuprofen for her arthritis pain, and Morrisons will only allow two boxes per order.

Sometimes she sits on her front stoop and calls out to myself and my partner when we walk by and asks us to run errands for her. But we're moving in a month and no one else on the street wants to help because she's so incredibly difficult. She won't let anyone in the house because of covid, but she wouldn't let anyone in the house before covid either, and I suspect she is a hoarder.

She refuses to ask the council for help, and since she won't order things online or let anyone into her house, I am at a loss for how she can get the support she very clearly needs. I'm tempted to ask the council to do a welfare check, but I'm not sure if that will cause her to retreat even further into her house and not ask for help. She is lucid but seems so incredibly stubborn and has a dozen batshit reasons to not take any suggestion that would help her (like getting wifi), which is why I think the rest of the neighbours have given up on her.

We're moving in a month and won't be there to run errands for her, and I'm wondering if there are any other services that might be able to help. Are there any pharmacies that would take phone orders and deliver and take cash? Are there any Task Rabbit type services that can be requested by phone? I'm really not sure what to do, and find dealing with her incredibly frustrating, but find her situation incredibly sad.
