I'd go to Tribe 2 Tattoo, they're great. Super friendly, quite cheap, and they know what they're doing. Nirvana are good too, trusted, but it's a little more pricey. Also, I'd recommend getting a stud then changing it to a hoop, as that's what I've done with no problems.
