I mean, yeah. They kind of did. But the Victorian days weren't an overnight redundancy. We've had at least 40 years now where basically everyone wants a car and at least 20 years where teenagers can afford to buy them and want to do so.

When then have local councils felt it time to invest anything into the infrastructure that has evolved over multiple human lifetimes?
