It's going to take a change in behaviour I think. Hopefully public transport will improve in the future - councils will soon have more powers to run their own bus services, rather than shitty WorstBus.

But I wouldn't hold your breath about getting more parking spaces or public car parks - modern road planners generally don't do that for existing roads, as it creates more problems, e.g. increased capacity just creates increased usage. So the situation will probably note change in reality.

With regards to new build flats, they should be required to have decent underground carparks as standard.
