If Housing Officers need to get into someone's home as they are concerned about something they will make that abundantly clear, they don't use a faux window project as cover to spy on the condition of someone's property. If they did have concerns about your tenancy, then you would be invited to the office for a meeting, if they've not done that then I don't imagine they'll have any major concerns.

As for the windows, kitchen and bathrooms etc that is the Housing Associations responsibility to ensure these are maintained and replaced if need be.If they are measuring windows etc just now then I'd say it's pretty obvious they are just in the early stages of that particular project so I think it's a bit unrealistic to expect them to breakdown all the details of a project that by the sounds of things, is in it's infancy.

Finally, if you're taking days off and not getting paid for it, join a union, it's the best thing you will do.
