| Comment | You need to get all of the owners together and get a plan in place for the repairs, particularly the leaking gutters. If you look at your title it should break down exactly the share that each flat has to pay and if it's a simple eight flats and 12.5% you're jamming.
The issue you've got with no factor however is that you cannot force anyone to pay and if you were to pursue them then you would absorb the costs. On the other hand, if you did have a factor and particularly a local housing association as factor, they have the resources to pursue people for non payment and they will carry out required works of the common areas when required.
Your title will also give you some info on changing factors as well and whether you require a simple majority or more to appoint a factor. |
