I'd say tipping in places like Starbucks would be more rounding up a small amount so if it comes to 2.80 you pay 3 quid and the 20p goes in the tip jar. Proper sit down restaurants is when you start doing the x% of the bill tipping but as you say optional and not expected everywhere always the way it is in the states.
