The story behind pencils is that allegedly back in the day people were worried pens may contain disappearing ink, so didnt trust them. (mentioned in tom scott's latest video about electronic voting, so i assume he fact checked it, he usually does)
having witnessed the boxes at the count, it'd be very hard to change votes (without changing the ballot box, which is also difficult) there are observers from every party there, to keep things open and honest |
