arseholes tend to want to be in a position of authority, so will take any scrap of power over those "beneath" them.
not saying everyone in a position of authority is an arsehole, or even all arseholes are in authority, but there's a definite overlap between being a total cunt and being in some form of authority, from security to police in my experience.
