That bit used to be open before the wall caved in. But there is a bit that really is fenced off for no reason beyond that. They even put steps from the squinty bridge down to the path but put a fence in after residents complained, so you can't walk Quay > Science centre without a massive detour.
Used to live there, the residents association were stuck up cunts.
