Firstly, hands off the Circle, we just got a whole bunch of 380s and 385s after FINALLY ditching the 314s.

Secondly, though it's probably one of the easier ones to convert, it's really hard to see marked improvements of converting the whole Cathcart/Neilston/Newton lines, particularly when it's still used as a diversionary route for the WCML. A six-car 385 is way more useful for the huge peak traffic than trams.

A metro that could link places along the Clyde and maybe breathe a bit of life into our neglected river would be a wiser investment.
