My Brother has been through this all fairly recently. The first port of call is to usually negotiate visitation yourselves. If it goes beyond that and child welfare hearings are required, then what is best for the child is what is taken into account first and foremost. If she's a danger to the kids (through being alcoholic and a regular drug taker) then that's something you need to be able to prove.
You also need to think what's best for the kids. Are they at school going age? Would it be a good idea for them to spend half the week with you and half with her or would weekends with you and weekdays with her be less disruptive?
There's a lot that goes into it. I'd go to a lawyer and discuss your situation. They usually have a free or low cost first consultation. You may be eligible for legal aid and if not some lawyers do accept payment plans.
