We have both a factor and an owner's committee, which is a good compromise in some ways. We're quite a big group of flats and we've needed quite a bit of work done. Probably not as cheap as what you're suggesting, but it works for us. In fairness though I think we have pretty good factors and they cooperate with the decisions of the owners committee, and the committee makes sure they keep the costs down and only act in the owners' best interests.
