Issues are unrelated and no reason to withhold rent. The office would throw the case out if your argument against the rent increase was "I've had problems" .
If there are problems in the property flag them to the landlord / letting agent and let them deal with it. Some are scum and will do the bare minimum to keep it legal which means most maintenance requests would end up in the bin. The only way out of those sort of situations is to move out. |
