GCC have just taken Glasgow Life back into their fold from being arms length (ALEO) for years - which gives significant additional power to stop funding / reduce cultural opportunities in the city. Libraries, museums and community centres are valuable to the wider economy and every time there are studies done on the returns, they suggest that cultural venues give back more than they receive.

I hope this is a cynical move to hide other funding cuts and that pedalling back on this publicly is their aim (to seem in touch with people's needs) but these are vital services and shouldn't be messed with. END RANT.
