It may be the case that they are council tickets but the person I was replying to was talking about private tickets.
Private tickets are enforceable in Scotland but the law remains that it's the driver that is liable for the ticket not the keeper of the vehicle. The land owner has to prove beyond reasonable doubt who the driver of the vehicle is. The driver was established in the Dundee case hence why she was liable in court for the tickets. |
