Tell the agents you're willing to pay an extra £100 deposit and offer to have the carpets *professionally* cleaned at the end of the tenancy.

I know it's not fair but it will make a difference to agent's attitude. The agents don't care whether you've got a dog or not - they care about potential damage and getting rid of dog smell at the end of the tenancy.

Be careful about moving into a flat and not telling the landlord - lots of leases have a specific clause stating no pets.
