I think it's just that the HA tenants aren't allowed pets, and as it's mixed HA/ex-HA flats in the close (with the HA as factor) the rule was put into the deeds under right-to-buy to keep it consistent.
I think there was also something in there about the maximum size of horsecart I can park up.
