The Scottish government did change the laws on transport to give councils some powers over buses (just last year). It was piecemeal and not the full range of powers needed, but GGM had a big effect in keeping it on the agenda, particularly with Labour and Green MPs who pushed for it and made the necessary amendments to the Transport Bill.
