Partick will be cheapest in terms of both rent, and rates. Typically around Partick you'll be in Council Tax band B or C - if you're really, really lucky you might be one of the few outliers that is still band A. Woodlands and Finnieston is all Band D and E which gets pretty pricey - I think Band E works out around £170/month or thereabouts.

Looking at the average rental in Partick, there's a lot of 1 bed flats around there that typically let between £6-700/month. Chuck your bills and council tax and all the rest of top of that and I reckon you'd be looking at between £8-900 a month on the cheapest possible end of the spectrum, but that's for living alone in a wee flat to yourself. If you look to flatshare you could potentially bring that down if you looked for rooms in big 4 person flats up in Woodlands but they will probably be in spurious condition at best and the entire area is riddled with mice.
