Why wouldn't they be out shopping at 1pm?
It can be busy but it's a city centre not a quaint little village. At 1pm people might be on their lunch break and in a bit of rush to get out get some lunch/get to the shops and get back to work in good time.
In saying that, yes some people do need learn some basic manners. |
