It’s not true if most people, no, most people have a dial which they turn up and down, but not necessarily a lack. It’s a fine line, lacking in empathy is a learned trait for most individuals so it’s fair game for most people to dislike that in others. Please don’t take that as a comment on you, like I said in my other post, I don’t know you, it’s not my place to judge at all.

I think that your examples are shallow to a degree, for example I bought my place but constantly have to organise bulk uplifts for waste that is left by tenanted properties. There will never be an adequate solution to punish those parties, so am I to accept from now on I pay ~£300 a year to not have junk in the back garden?
Where in NL this may occur very infrequently due to the higher proportion of semi-detached and detached properties I see it as an unfair, and financially detrimental change of the rules for the many people in situations such as mine.
