What happens at this particular spot is folk, usually self-employed, turn up at the council dump with a van of rubbish. The council won't let vans in because it's for domestic waste only. Charges apply to private conpanies. So, the van will just go to a neighbouring street and dump it on the road. It's endemic throughout the city.
