Talk about the morality of it all you want but about 7-8 years ago when I went to city of Glasgow I would park under the high flats in town head. At least 2/3 of the resident parking space poles were broken/missing and there where no other controls to stop you. Get there with plenty of time to spare and do a few laps round the place looking and you would be fine for the whole day.
