You're assuming that those measures will somehow force people to give up cars. I'm not sure it will.
The chances are all that would be achieved is a return to the complete gridlock levels of traffic in the city centre that we had before the motorway got built. Inner city traffic is far, far better today than it was in the late 50's/60's.
