I’ve lived in both tenement and new build flats and to be honest my preference is new build. Tenements are visually more impressive - high ceilings, big rooms, often large bay windows, original wooden flooring whereas modern flats are smaller but tend to have better insulation, sound-proofing, electrics, heating and plumbing. Also less chance of having to foot a large bill for exterior repairs (roofs, gutters, subsidence)

If you get a good tenement, though, a lot of these things will be near enough on-par. Personal choice really.
