That seems like bad advice. Most who catch the virus only sufer mild symptoms. So that cough may be it, but your body's capable of staving off any worse effects. If you experience any of the symptoms you're supposed to stay isolated for the full two weeks, as its those who have it, but think they don't due to the lack of severe symptoms who are spreading it...
