You can't leave scaffolding up without regular inspections, so it may have been more sensible to rattle through the remaining work and demob the site. I was managing a drilling job until yesterday and we had no option but to finish the hole and demob ASAP, otherwise we'd be leaving dangerous equipment lying around unguarded.
