True, but barriers of this type are typically a lot lower than they should be, even if they "look" high enough. A typical human's centre of gravity (unless they're morbidly obese) is in the chest area, not the belly, and if they hit a barrier horizontally while not fully in control (e.g. drunk, off-balance, distracted) it's quite easy to pivot over and fall.
