I don't doubt the draconian one has better impacts in the short term, but in the long term I'd argue the voluntary one will have much better outcomes overall, and we need to be thinking long term. Bottom line is that with only ~150k police officers in the whole of the UK, any policy has to effectively be voluntary because we simply can't realistically police these measures if more than a very small percentage choose to ignore them, which becomes increasingly likely over time. The issue to me is that for the voluntary measures to be effective, we need much better definition of what is and is not reasonable and permitted, and better protection for vulnerable people.

The perception that we're all under a mandatory curfew is really not helping how this pans out long-term, and is really dangerous for those in e.g. domestic abuse situations.
