Anyone who has a conscience or any kind of moral fibre is already following the rules and those who are selfish arseholes will continue to be selfish arseholes, regardless of how many fines they get.
There were people having a pool party in my neighbourhood last night with one of those inflatable hot tubs, shouting and blaring music till 1am in an area with loads of families with young kids. There’s just no cure for that level of stupidity. |
