If the owner is [just letting one of their family live there](https://www.mygov.scot/renting-your-property-out/registration/), they might not be registered.
If they aren't registered and don't need to be, the council might not want to get involved, since it's really just like an owner living there themselves. I'd still contact the council.
If they aren't registered and *should* be, the council will stomp on them for being an unregistered landlord. |
