This is impacting your parents wellbeing and health. Of course you are best contacting the organization directly in good faith (record everything). It seems soundproofing is not a method of compromise in this situation.

While the wellbeing of the child is important, it shouldn't be at the expense of the welbeing of others.

Getting started with the process earlier will allow for a quicker resettlement of the child.
