Try looking to Shelter or Citizen's Advice as it is a housing related issue. I'd also contact the local councillor for the area asking for more information about the charity - what's the name, who runs it, what services is it providing? All that should be OK to do via email or over the phone.

I'm no lawyer or expert but here are some of the questions I'd have:

Was there a change of use for the property, did that go through all the proper steps? Has the charity operated somewhere before, is this a new service, a relocation, or an expansion? Does the charity own the property, if not, who is the landlord? The landlord might have a greater responsibility than anyone that works for the charity.
