You're absolutely correct, there needs to be a cohesive infrastructure plan for Greater Glasgow that supports all modes of travel but favors soft traffic and public transport. A more realistic counter to the Dutch urban planning utopia might be Copenhagen. Glasgow has a lot of wide roads and sometimes its just as simple as slapping some segregated bike lanes on either side and putting the on street parking elsewhere.
