It's just that the council haven't bothered making that list complete. Glasgow has about 90 to 100 parks, but this list only has 23 on it. It is missing a LOT. The missing ones are all managed and maintained by the council, but for whatever reason the council have decided only a portion of the city parks get a mention on the website.
