I think there's a 'social distancing weariness' setting in. There are people who don't know anyone who has been ill or died, they see that cases are on the wane and the NHS appears to be managing fine. They perhaps haven't been working or been near anyone outwith their immediate household for over six weeks, so they see no harm in socialising with others who have done the same?
